What's slowing down my PC?

I recently bought a super budget PC. It runs surprisingly well in games but takes half a lifetime to load. What part of the build is slowing me down?
Here are the specs: Please dont laugh:lol:

• 
  Intel Core 2 Quad Q8300
  Standard Dell Optiplex 760 motherboard
  Gigabyte GT 1030
  4 x 1GB Samsung memory
  160GB Western Digital HDD
  Corsair VS650

I know that it isn't software related because the pc is a 'barebones' gaming pc with minimal programs installed.

RAM SHOULD BE 8GB , would help if the board will run it.

4gb RAM is the minimum for windows these days, so getting another stick may be helpful.
