What's the advantage of 75 Hz?

I thought the standard for most video and games is 30 / 60 FPS.

The Radeon "properties" says:
Maximum reported refresh rate: 75 Hz

What exactly does this do? Thanks.

BUT, if you don't have hardware capable of providing a specific range of FPS, or are unwilling to drop game settings low enough to achieve those FPS, you may also experience screen tearing or other issues with higher refresh rates.

How do you CHANGE the FPS? You don't. That's what G-sync and Vsync are for, if your FPS are too high, it will lock them at the desired setting. If your FPS are too low, you reduce your game quality settings until FPS come back up to where they need to be, or get better hardware. Of course, that's the very short, very condensed version. There's much more to it than that, but that's the gist of it.
