What's the average idle temperature for an old CPU?

My CPU is a Core 2 Quad Q9400 with a TDP of 95W. I have an 80mm fan on a nice heat sink I pulled from another older computer. Right now with the tempered glass panel on with Chrome running it's idling at 40C. Something to note is my GTX 460 which gets quite warm at times (it's the hottest component in this rig, even with a 700W PSU). I have only stock case fans, which means the 80mm case fan and the 80mm CPU fan. I also modded the front panel so there's a slim 80mm underneath that pushes fresh air into the case.
What's the average idle for a Core 2 Quad like this? I know newer CPUs idle at much lower temperatures due to their lower power consumption.

not sure what the PSU has to do with anything, 40C doesn't sound unreasonable.

40c is a good idle temp for a 95w CPU what temp is the room that it's in ???

About 21 or 22C.
After this happened it's idling at 50C with a Q9400, so I'm going to have to rip it apart again. I think I forgot thermal paste.
