2.8ghz e4600,
GA-G31M-ES2C mobo,
2x2gb ddr2 800

?

OT: is ATI "stream" (like nvidia's cuda) on the driver or hardware level? if i decide to get a 4850, will it have stream on future driver updates?

I'd suggest the 4870 1gig since newer games will definitely make use of the ram and since there's a good XFX branded 4870 (1gig) for around 150 on newegg.

i have a 600 watt psu with total of 44 amps on the 2 12 volt rails.

I'll quad crossfire 88gtx's. xD

actually, im really looking at the $80 HIS 4850 on newegg right now. i've been looking also at the msi 4870 1gb for $120 in zipzoomfly last week but it already sold out. $150 is pretty out of the budget. let me know if theres a 4870 1gb for $120 again. =D
