What's the best 23' IPS monitor you recommend.

I am using it to:

1) write code ~6 (or more) hour/day
2) internet ~2 hour/day
3) some games like"call of duty" ~ 4 hour/week

The budget is <= 400$

Is the quality difference between this U2311h and U2411h very big?

Should I reconsider and to take a look on 24'' ? I am not buying every year a monitor so I am opened for more options. I was reading about 10 minutes ago about 16:9 vs 16:10 ratio which one is better for my description?

The U2410 (the 24 inch ultrasharp) is a better monitor to be sure, but it's also over your budget. If you can expand your budget to allow for the U2410, I'd definitely recommend it over the 2311h, but if you're on a strict <$400 budget, the 2311h is certainly no slouch.

That refers to the height adjustment. Both monitors have height adjustment.

Do you need an IPS panel for coding? The main benefit of IPS is image/color quality, which could benefit 2) and 3). But for 1), I think you'd mostly want image sharpness, for clear text - eg. color bleed could be very annoying. You could optimize on price or go with dual screen for more desktop space.

I am looking for a good monitor for about next 3 years that fits with the request described above, and I want its quality to be high as I spent a lot of time in front of it.

More than this I do not really know more about monitors and I am asking you guys as you are experts in this king of stuff.

I understood the IPS quality is very good and this is the reason I was looking at this option, but I am opened for any option you can recommend.

IPS quality is very good, and I would definitely go with IPS. It is very good for sharpness and general image quality.

As for between the 2410 and 2311? I personally would get the 2410. The extra vertical height would be nice while doing things like coding (since the 2410 is 1920x1200, while the 2311 is 1920x1080). I've never liked the current trend of the market of moving towards a 16:9 aspect ratio - the 16:10 feels like a better compromise to me. The 2410 also has a wider color gamut. It's ultimately up to you whether it's worth the extra money though.

Doesn't the U2410 have portrait mode? Would be very awesome for coding and text documents. Best of all, IPS panels don't look like garbage in portrait mode.

If your looking at 24'' but dont want to pay quite as much as the dell, you could also consider the hp zr24w. It has more or less the same specs as the U2410, but isnt wide-gamut and, more importantly, only costs around $400.
Another possibility to consider is a monitor with a VA panel of some type, they are still better for image quality than TN but not as expensive as an IPS panel. I just bought an hp lp2465 refurbished for $200, and it serves my light gaming needs well while still being a very buisness-oriented monitor. I think amazon is out of stock by now, but if your willing to go the ebay route $200 is certainly cheaper than $400 or $550, for a (fairly) comparable product. (side note on the lp2465 - its been reported to have fairly high input lag, but, at least in the one I got, it still has less than my laptop screen does, and, again at least in my case, it isnt noticeable while playing fast-paced games)
