It doesn't need much to run it - a 3rd gen i5 is the recommended cpu. If you are on a tight budget your best option is to look at second hand stuff - plenty of good options out there that should handle this no issue.

You can often pick up a cheap office machine with an i5 or i7 in it and add in a graphics board after (you may also need to upgrade the power supply).

a second hand Dell system is rather cheap. If you can find one with an i5-2500k and at least 8GB of ram, that should be more than enough for your game. And for the GPU, a GT 1030 should be fine.

the budget gaming pc on my sig is a second hand dell that I found at a korean surplus store, and has been serving me well for a few years now.
