What's the best game card for my screen resolution?

my screen resolution: (1366x768)

1- i want a radeon card that will run most recent games on high or ultra i thought about 7770 hd (is it good)?

2-My (RAM): 4.00 GB i want to add another 4.00 GB so it can be 8.00 GB my question is can i put another ram into my motherboard ? (my motherboard type: H61M-D2P-B3 )

my PSU is 400watt ( i think i will buy a new PSU with 500watt )

so the 7770 hd can run tomb raider, bio shock infinite and the new games in ultra or high?
