i7-980x (no oc)
GIGABYTE X58A-UD7
G.Skill 16GB DDR3-2133 memory
SSD 256 GB WD 1 TB
Evga 850w g3 PSU
Windows 8.1 Professional
Resolution 1440p

I had an i7 960 x58 pc and installed an RTX 2070 Super hoping to get smoother game play.

Was still choppy at 3.8GHz in some games, like BFV. Older titles it does fine.

Just built a 3800x AMD rig and with the 2070S everything is buttery smooth at 1440p.

Unfortunately the x58 is getting pretty dated. I'm hoping to get the gaming longevity out of the x570 platform as the x58. Man that was a great pc and it's still chugging away today but retired from gaming.

Oh, and I just saw on Guru3D that today is the last day you can update to Window's 10 for free if still on Windows 7.

I did the free upgrade on my x58 a year or so ago. Worked great. I would also recommend this as well. If you have the time do a fresh install of 7 before upgrading to 10. If you don't have time no worries.
 
To answer your question, the best graphics card that will work with your parts is a titan RTX.
Not that I recommend that.

What graphics card are you now using?
Any upgrade should be a significant jump if you expect to see magical results.

I might think that something like a GTX1660ti would be appropriate.
OTOH, if you have the budget, buy the strongest graphics card your conscience will allow.
That is with the thought in mind that you will upgrade your processor in the near future.
