whats the best GPU my i7-870 can handle?

the GPU it has now is a XFX GT 520 2GB

i am running windows 7 64-bit

i am planning to play at 1800p

A GTX 1060 or RX 480 would be the highest end cards I would try with that system. You might see a little bit of a CPU bottleneck just due to the low stock speed of the CPU though. Pretty much anything would be better than that GT 520.

I'm assuming that you meant 1080p resolution.

I'm guessing that your i7-870 is equivalent to a current day i3-6100 CPU. I think a GTX 1060 6 GB would be a very good match. Below is the card that I'm currently using.
