What's the best graphics card for my system?

I was using a AMD Sapphire R7 250 2GB DDR3 GPU. It died recently, and i want to buy a better GPU.
My System specs are as follows. (Its quite an old system) Very old actually.
CPU: Intel Core 2 Duo E4700 @ 2.60GHz
HDD: Seagate 1TB HDD.
RAM: Transcend DDR2 2x2GB
MBD: FOXCONN NAPA. Single PCI-E slot.
PSU: Zebronics Gold series 450W.

I was thinking about Zotac GTX 1050 TI Mini 4GB DDR5.
1) Will it support my specs? (Most probably not) Then suggest a graphic card that will?
2) My MBD is a PCI-E 2.0 slot. will that be enough?
3)Will the GPU need a 6/8 pin connector?

If its not possible, I was thinking of upgrading my CPU to an Intel Core i5-6402P Processor (6M Cache, 3.40 GHz). Can you please recommend a MBD compatible with this processor? and also with the GTX 1050 Ti.

If not, Suggestions to build a PC from scratch are most welcome. My budget is around 400-450 usd (converted from my country's currency,India).

Games I Want to play: FIFA 14,17, BF3,4,COD AW, Witcher 3, GTA V,Watch dogs 2 etc...
