Whats the best Graphics Cards for the Inspiron 660s That can play the latest games with a 300 watt psu

None are viable as the PSU can't be upgraded it's proprietary.
If these are your specs https://www.cnet.com/products/dell-inspiron-660s-pentium-g630-2-7-ghz-4-gb-500-gb/specs/ , its a pretty old cpu equal to or lower than a 1st gen i3. Also the psu unit is a proprietary one and not that good.
The latest gpus, anything above a GTX 1050 or RX 460 might be heavily bottlenecked by that cpu.
So you should go with any of those above or a GTX 750ti which would let you play recent games maybe at lowest settings.

Check for the cards dimensions before you purchase, whether they will fit in the case.
 
I'd measure, more or less, the area the case allows for a videocard and get a 750 ti if cheaper than a 460 or 1050. Otherwise I'd get a 2gb 460 or 1050, whichever is cheaper. You'll see decent performance in games that only need dual core CPUs. The card you pick should be the smallest ITX friendly size assuming your measurements show it to fit.
