What's the best quiet/silent 15" laptop cooling pad?

My girlfriend's AMD-based laptop get's very hot during use and her current cooling pad is rather noisy - I think it's a Targus.

Any recommendations for a quiet/silent 15" laptop cooling pad that still cools well?
Preferably one that cools underneath the entire laptop.

Isn't it better with a 200 mm fan though which can reach and cool a larger area under the laptop?

Thanks that looks like a good solution
However my GF is often using her laptop during the night if she can't sleep.
Then she's watching YouTube-clips and other videos.
I'm worried that the blue LED-light might be annoying when the room is otherwise completely dark.
I understand from looking at this product on Amazon that you can't turn off the blue LED-light.

Is there a good and quiet 200 mm. fan laptop cooler that comes without any LED-light?
