Also, does Windows 8.1 improve performance in BF4?

Is there any specific reason you want 100+ fps? Any of those would give nice performance at 1080p ultra. Not 100+ fps, but nice. You'd also need a 120 hz monitor or you'll get screen tearing, assuming you get 100+ fps, which i guess would mean playing at low/med settings, but then what's the point of nice hardware like the one you listed

Crossfire two 280x, and unless you have a high refresh rate monitor it's going to be pointless. Make sure you have a strong PSU also.
