whats the best way to free up memory on windows 8.1 pro?

How much mem you have?
However.. best thing.. start up task manager and see what is using up all your mem.. and then close things you don't need. And in general.. stop things starting up with windows.. 90% of these things are crap you don't need.. so stop them starting with windows (usually there is an option).. and just start them up when you need them.
Also , make sure your page file is system controlled. so Windows can page stuff out as needed.

Thx for taking the time to try and help me Yoji. I'm pretty ignorant about most things internal on pcs. So far the only thing i see about memory is in the device manager like you said. Something called , Windows modules installer worker, is using about 70% to as high as 98% CPU and its also using about 65% to as high as 80% Memory and the Disc section is averaging between 2-6 %. also under the details tab in task manager the system idle process is hanging between 70-98.
