I plan to do quite a bit of gaming and some school work. What CPU should i get?

Intel Xeon E3-1231 V3 3.4GHz or i5 4690k @ 4.2GHz

Also is there a better cpu at this price range and whats the best motherboard to get with these CPUS?

With the XEON, you don't have the graphics processor on the CPU, so no integrated graphics.

You gain advanced virtualization and system maintenance features (like remote information and configuration while the system is power off)

The virtualization features include passing PCI devices (like video cards) to your virtual machines.

The Xeon also has the option to use error correcting memory.

There is a slight chance of compatibility issues using the XEON in a non-server though.

The i5 will allow you to overclock and is guaranteed to work with all consumer motherboards which support the socket. Also assured non-server Windows compatibility, though there XEON should offer the same.

Will this be compatable?

You chose a micro-ATX motherboard and a full ATX case. While that combo will work just fine, you'll find a lot of free space inside the case. This can be a good thing for airflow, but also a larger volume of air to move.

I would purchase a full-ATX motherboard.

That power supply isn't very good. I would recommend a Corsair HX series power supply, or other Gold/Platinum certified power supply.

Power supplies are the most important component in a computer. A failure puts every other component of the system at risk.

Everything else looks to be just fine.

For gaming and schoolwork, why not a cheaper i5 4460 or 4590 so long as going with a locked quad core cpu. Not too many people need virtualization and the i5's still have vt-x, vt-d and vt-x with ept. The bit about ecc ram is rather pointless, most people have no need for ecc ram and even though it gets highlighted as a feature when was the last time a 1231v3 was suggested with a proper ecc capable motherboard and ecc ram?

Roughly a 42% price premium for hyperthreading and a couple hundred mhz. By using the same exact build, swapping the xeon for the i5 it would only be $80 more to go from an r9 390 to a gtx 980.
