What's the chance of receiving defective parts from Amazon?

I live in India and looking forward to build a Workstation PC. The return service of Amazon.in is crap especially the hardware return. It's tedious and takes months. We need to confirm if it's broken or not to Amazon and the process is to run over and over to the service center (Of the hardware brand I bought from) until they approve.

Solution
I've bought a ton of hardware from amazon and I only ever got ONE bad part, a PSU. And it wasn't even totally defective it just had a lot of fan noise. They are fine.

Can't speak to India specifically, but I've had no issues with hardware returns to Amazon in the US.

Anything can be DOA from any store, from the best brand to the worst. Its all about luck.
Of parts of a system the most likely DOA part is the motherboard (assuming a crap PSU isnt purchased). Also, i worry about individual HDDs being shipped from anywhere.
Intel CPU failure is practially nil. (at old work i saw more AMD failures in 1 month vs a lifetime of intel)
