I keep looking up RAM for ROG Strix b650 A and every piece I have found for this AMD am5 mobo is Intel RAM??

The AMD memory is extended profiles for overclocking and probably don't have the Intel XMP profiles.
EDIT looks like another attempt to make things overly complicated. I see no reason that the memory could not be used and the timings and speed manually set.

Right it has amd expo which is what I was told on this site was compatible with this motherboard. This ram specifically days NOT compatible with amd expo and supports Intel 13th gen on an amd motherboard?

If I can get it to boot with the ram should I run any test to see if it's stable?

I don't know what your saying that board can't use a Intel processor.
