Do integrated graphics have disadvantages compared to a graphics card?
They are meant for different type workloads. Integrated graphics is just meant to have operational pc without adding discrete graphics card. You use discrete graphics card, if your workload requires additional graphics processing power - like games for example.

Btw - some integrated graphics like AMD Vega integrated graphics (built into some Ryzen cpus) is even comparable to entry level discrete gaming cards.

If you are video editing, I would definitely recommend against the i5 9400. You can get a Ryzen 7 2700, for the same cost, as a 9400f, and is superior for such tasks. You will need a GPU, with it, as it does not have integrated graphics. Something like this, with a GPU that can meet your budget. Whatever you do, make sure you have a quality power supply.
