What's the difference between these gpu

Hi, I just wanted to know what is the difference between these gpus. The only think I can see is the weight changing but the lighter one is more costier. I would suspect the 3962 to be newer card with updated firmware and possibly some small changes.. I would suspect that the 1962 is just an older build.

Yeah, and it looks like it will be cheaper.....(did not look at shipping)
