Due to being S940 as kemosabe79 just said, that allows you to use up to two chips per board.
Due to the part being a Opteron
200 series part, that permits you to install up to
2 per board.
You can only install one Opteron 100 series (S940) part on a multiple Socket 940 board.

Note: The link above contains some outdated info, such as the 130nm manufacturing process still being used, and lacks the Opteron 100 series Socket 940.
You can also get Opteron 100 series that are Socket 940, the Opteron Socket 939 varients are more for consumers building systems not using Registered and/or ECC memory. (As that is what most Socket 939 mainboards are offering).
Both of those processors are single-core only, and the _48 is clocked 200 MHz higher than the _46 part. (Be them 100 or 200 series).
