The 970 EVO Plus. Technically the E16-based drives, which are PCIe 4.0-capable, are faster. It depends on what you mean by "fastest" I guess.

The Sabrent Rocket is a typical E12-based drive, there's almost two dozen different brands/models with that same hardware. They're a good budget option. Recently these drives have changed to reduced DRAM, though.
