whats the highest i could overclock an i7-4790k?

you should be able to get 4.6Ghz on stock cooler on max and and with something like a H100i you should be able to get around 4.8Ghz on that board with 1.296V (1.3V is the max recommended for haswell/haswell refresh) just remember to update your BIOS before you get it as you will need to have support for haswell refresh. you will also be able to overclock your ram to 2400Mhz top if you feel like you need fatser ram
CPU Ratio is not well known to go past 48 on air and liquid cooling. Though ,you can buy a High Binned i7 guaranteed to hit 5.0GHz link to article : http://www.guru3d.com/articles-pages/core-i7-4790k-processor-5-ghz-review-a-silicon-lottery,1.html
Under LN2 you can hit those 6-7GHz and that is only if you can get the CPU ratio high enough.
an i7 4770k and 4790k will, more often then not hit the same frequencies , So 4.6GHz is what would say is on the lucky side. You can try to squeeze more by raising the BCLK past 100

CPU - i7-4790k
Motherboard-ASROCK Z87 Extreme3
GPU - Gainward GTX 970
RAM - G.skill 8gb ddr3 1866mhz

I currently have just the regular i7 cooler but im looking at some higher end cooling
