What's the meaning of the "Allow computer to turn off this device to save power" option in usb root hub? Does this helps with something ? should i let it checked or unchecked?

It depends. If using your mouse or keyboard, for example to wake up the pc, then leave it unchecked. If not, check it, for... saving power.

turn it off if you have wifi or other device that cant be turned off due to moving a lot of data. with it on windows can power down ext usb and wifi sticks
