what's the minimum i need to run a VM?

I want to estimate the cost of getting a hyper-v server hosting some VMs for some phone applications. I have two applications that are about the same in requirements:
cpu: dual core, 2.6GHz
ram: 4 gb

What would be the minimum system requirement if I wanted to run just one of these applications on a VM and what would it be if I wanted both on the same server as VMs?

First, you need to check your CPU model to see if it supports virtualization. Then if it does, go into your BIOS settings and make sure that virtualization feature is enabled. After, it's up to you. You'll assign RAM and other hardware while you install each VM. I can tell you now though that 4GB of RAM isn't going to go far.
