Question Whats the problem here? how can/should I troubleshoot?

OK.. as you will see.. I am no network expert. so looking for help please.
This site is a list of proxyys for piratebay..
The Proxy Bay - Unblock The Pirate Bay
They all show green ticks to suggest they up and running.. but if I try and connect.. I am having problems
(they can sometimes have short issues.. that clear in a day.. but it been ongoing problem).
If I just try connect to any ... I get a .. ERR_CONNECTION_CLOSED error
if I exit my antivirus (Kaspersky internet security) I get a ERR_SSL_PROTOCOL_ERROR
Now my internet connection seems just fine.. I have no issues with any other sites...
I did change DNS to google DNS servers... no difference..
I flushed DNS Cache.. and I have no VPN/Proxy
Web sites suggest it an issue my end.,.. but all my PCs seem have same issues
(Mine is a Win 10 64 bit 21H2 Fully patched)
Use Edge browser... but still have problems with firefox
So is it me? or is it a problem their end they need fix?
How should/can I troubleshoot to confirm it not m problem my end?

P.S. Should say.. my "internet seettings" are standard.,. so SSL 3 not ticked... but TLS 1.0, 1.1, 1.2 are ticked... TLS 1.3 not ticked
