What's the quietest cpu water cooler for this build?

I don't care much about price i'm not overclocking i just want to know what's going to be the quietest. Is this case too small for the rad I'd need? Should I get a bigger case?

I was thinking of getting a water cooled graphics card too. Would the case fit both rads?

Yes, the case will fit both rads since the GPU rad will most likely be single rad. All water coolers are loud. The parts that make sound: Pump and fans. Rather than trying to find the quietest water cooler, buy the best performance water cooler that can be fully adjusted (fans, pump).

If you are not overclocking, why use water cooling?
The right air cooling solution will always be quieter.

I would not get a water cooler for either part.

1) You will gain NO performance advantage.
2) It will be LOUDER.
3) It will be LESS RELIABLE.
4) It will COST MORE.

(Unless you want it to look good inside that case with NO WINDOW then it's a pointless thing to do)

My advice:
1) CPU cooler->
a) Noctua NH-U12S, or
b) Cryorig H7

The Noctua U12S is about the same cost as a cheaper water cooler, and even under full load with that CPU it's unlikely you will hear the fan if you have your CPU fan profile setup properly.

I have an i5-4670K in my dad's PC and that same fan is the ONLY fan running aside from the power supply. The fan runs about 300RPM in idle and 700RPM in max load. I can't hear it.

2) GPU cooler:
Just get a 2-fan solution and the noise should be pretty low.

The MSI GAMING X version is pretty quiet. The single-fan you chose is one of the poorer options, though I guess the idea was to rip off the cooler? Yeah, don't do that.

*Note that cards are overpriced or just sold out. You can however BUILD NOW and use the Intel iGPU while you wait (or use a spare video card).

3) PUMP and fans:
Your pump and fans will always run for both coolers. You will hear them, and sometimes they can get annoying. In contrast the AIR cooler setup will be dead silent in idle and very quiet under load.

The GPU fans won't even be spinning in light usage.

4) Power Supply:
You don't mention it but since you seem concerned with noise, then the PSU choice is pretty critical. I could come up with a few recommendations, but basically I'd do your research.

Even a PSU that others report as "quiet" may be louder than the rest of a system like this.

Maybe you have one already, but if not then:
a) get a 650W so load doesn't have fan ramp up
b) maybe get an EVGA or similar with an ECO mode switch (mine kicks the fan in at 50% load or 375W as it's a 750W PSU)

nzxt kraken x61 in my opinion is rather quiet, and has good performance with cool aesthetics. much better than the famous corsair h100i gtx in term of noise.

(for reference, audible noise pressure doubles every 10dB. So 38dBA is 2X as loud, and 48dBA is 4X as loud as 28dBA is perceived to be)

Again, it's not just noise pressure but the frequency and variability of the noise. Ideally you want the lowest frequency, and minimal change to that frequency. If you've ever heard COIL WHINE that isn't really loud in terms of pressure but has an annoying "squeal" that fluctuates then you can understand what I'm talking about.
