Whats the response time? • 7ms GTG w/OD, 14ms GtG (typ) / 28 ms GtG (Max)

That's what is listed under 'Response Time' in the spec sheet for the HP 27vx. I don't know how to interpret this information haha. Please help.

7ms, 14ms, 28ms (milliseconds). GtG means Grey to Grey, which means the time it takes for a pixel to change from one color value to another.

It means that 7ms is the best you can expect w/ overdrive, realistically (typ=typical) 14ms, 28ms is worst case senario. Not a great monitor for fast paced games.
