I don't know what your friend was talking about, there's nothing wrong with the 9900K other than it's kind of expensive. There will be little difference in gaming between a 9700k and 9900K, but I think video editing should be faster.

Edit: 9700Ks might overclock slightly (~0.1 GHz) higher on average.

The 9700K is indeed a nice way to save about $200 currently....(the 100 MHz lower factory clock is not all that relevant, especially for folks tinkering with manual multiplier settings or MCE anyway); alternatively, one could easily instead dump that money into a larger 2 TB 970 EVO or EVO PLus...almost eliminating the need for a 4-6 TB storage drive....

Imagine, maybe 2 years from now, 4 TB SSDs for $250?? :) (I can dream!)

Buy the best you can afford.
The main difference between the i7 and i9 =
i7-9700k
8 Cores, 8 Threads @3.6GHz, Coffee Lake.

i9 9900k
8 Cores, 16 Threads @3.6GHz, Coffee Lake.
