What's this for and is it needed?

Sorry for posting again but I'm confused as to what this is? I know it's not a wire so what is it for and is it needed? I felt underneath it and it's just a circle of it. Here's a picture :

REMOVE it , not needed.

Was a tie for holding front panel wires , get rid of it.

Looks like something someone used to hold wires or something in place. It can be removed.
