whenever I do a test on ookla speed test,I get download speeds of 16mpbs according them, yet whenever it comes to actually downloading something, its around 1.5 to 2 mbps. I can tolerate this speed, and dont need a fix or anything,I just wondered why.
I imagine what you're seeing with download speeds is in fact 1.5-2 megaBYTES as opposed to 16megaBITS per second, on speedtest. To convert megaBITS to medaBYTES, you dvide by 8. So 16 megaBITS is in fact 2 megaBYTES per second.

Also your speedtest is an unmetered (maximum) connection to their site, the servers you are downloading from may throttle the download speed per connection, there may be nothing wrong and its outside of your control.
