That apu cpu is letting you down, they're not particularly strong ipc. Better off with 1600x, 2600/2600x/2700/2700x.

Also Ryzen's performance is also influenced by ram speed and dual channel. 2x 8GB 3000/3200 would go along way.

Define FPS drops? You didn't mention the titles you're taxing the system with. You also didn't mention what you did for improvements or had(specs wise) prior to see that you're still getting no improvements. FYI, you should be on 1809 for your OS if you're using the latest installer off Windows Media Creation Tools.

Well, what specific games are you referring to? This combination should run 1080p well, but not perfectly. In newer AAA titles or poorly optimized titles, you'd expect this combo to have some drops below 60. And a lot of games that it can handle at 60 FPS have settings that will drop it below 60 as well, for example, Witcher 3 with Hairworks on.

So really, it would be hard to say without more information if anything's actually wrong. This is a good budget 1080p build, but there are going to be times -- and the number of times will grow -- that you're not going to simply be able to throw Ultra settings at 1080p at it and hit the 60fps threshold consistently.
