Question Whats wrong with my PSU?

So, i have this case.
My old PC using this Local brand PSU which i know they use Seasonic OEM. And i think its good enough for my specs (Athon X2, BIOSTAR A960D , 4GB DDR3 RAM, 1HDD), its run for more than 5 years.

This week im upgrading my PC to :
  • AMD Ryzen 3 3200G
  • 2x4 Apacer Phanter DDR4
  • ASRock A320m HDV
  • Corsair VS450 450W PSU

Heres the problem : when im use Corsair VS450 PSU, everytime im turn Switch ON (on Corsair VS450) the PC starting to Turn ON (without press power button on from case). My PC's turn on but cant enter to OS or UEFI BIOS. My Moniter even cant detect any signal from VGA Port. First time Im curios, if my Power Switch from case is in trouble, so i remove it from my motherboards. But the same problem still happen. So, i tried use my OLD PSU. With my OLD PSU, everything runs normal. I can enter OS an UEFI BIOS.

So the question : is My brand New Corsair VS450 defect PSU ? Then should i claim for warranty?
