When 10 year old PC is booted, the fans spin but in 90% of the boots there's no video and no USB.
It eventually behaves normally if I reboot it several times.

I have been using my first gaming PC built in 2015 as a server for a few months. It has had an issue for awhile when booting where the fans spin, but there is no video out or USB power. I can't remotely access it through SSH either. Up until recently, this would happen every so often. However, it has progressed and happens on almost every boot. If I repeatedly reboot I it starts eventually, perhaps about 1/10 times.

Once it does start, it functions normally. I tried using different combinations of RAM in different slots, but it had no effect. From what I can tell this issue is a bit unique so I decided to make this post before switching out any other parts, though I do have another CPU and GPU I could try. There are a few old PCs around that I could maybe harvest a CMOS battery from, and I do have another set of DDR3 RAM lost somewhere. Given the parts I have to switch out, how can I diagnose troubleshoot this issue?

A fresh cell doesn't cost you much, I'd opt for a fresh cell over one salvaged from a board.

PSU: Thermaltake 80+ Bronze 450W Power Supply
Thermaltake is the brand of the unit, 450W is the advertised wattage of the unit while 80+ Bronze is the advertised 80+ efficiency rating. What is the model of the unit? If you can't tell, you will need to remove the side panels and pass on a picture of the stickered info on the side(or top) of the PSU. We don't allow hosting of files on our site which is why you'll need to host them on Imgur or their ilk and then pass on a link for us to see.

In the interim period, I'd source(borrow, not buy) a reliably built PSU from a friend or neighbor with at least 550W of power at the entire system's disposal and see if that revives your build.

If you're able to get into BIOS, can you check and see what BIOS version you're currently on for your motherboard?
