Question When a video and a game are playing my pc stutters

Whenever i have any game running, doesn't matter if its a new AAA game or 20 years old, if a video is playing in the background both the video and the game will just freeze for a few seconds. its not that my pc cant run it as why would a Ryzen 7 7700x and a 4600 ti struggle with watching a video? my pc runs perfectly if i just pause the video but as soon as i press play it'll start to stutter and freeze, even when the workload for anything has yet to go over 50%. I've tried disabling both hardware acceleration and the Nvidia in game overlay as those were the two most common solutions for other people but I just cant seem to find a fix or even what the issue is. Any help on why this is happening would be greatly appreciated.

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
