When booting off of a Windows 7 USB install, the keyboard and mouse stop working

When I went to install windows via USB, the computer wont reconize my keyboard and mouse. It works when I boot linux. I tried installing from a DVD, but my computer will not boot off of it

Are the keyboard and mouse plugged into USB 3.0 or USB 2.0 ports? The Windows installer does not support USB 3.0.

Im am not sure, as the motherboard is brand new. I will try other slots. There is a good chance this is true.
