When computer turns on after 4 seconds it turns off itself then turns on repeatedly until it starts working

Ran into a problem once i start the computer after 4 seconds it randomly turns off then turns its self on and repeats its self until it finnaly can successfully turn itself on (ONLY sometimes this only happends) after that then i sometimes get a Cpu fan error or a overclocking faliure even though i have not overclocked this computer at all and the cpu fan is plugged in and mounted successfully and i also get red leds for CPU, RAM, Boot device LED right when the computer boots up ive gotten these Red leds ever since ive got the computer but did not know what they are. But i ran windows Memory diagnostics it said ram is fine, maybe a bad Powersupply?
System specs:
PSU - ULTRA LSP 650W
CPU - i7 2600k
GPU - Nvidia gtx 660
HDD - Segate 1tb
MB - Asus p8z77-v pro
RAM - Corsair Vengeance 2x4 8GB
CASE - Corsair 600t
OS - WIN 7 PRO

The PSU you have isn't quite something i'd hang on to.
64A on the +12V is equal to 768W, that is impossible for a 650W unit. Their website says 38A which is 456W. You've got a 500W unit labeled as a 650W unit; assuming it can actually deliver the 38A of +12V cleanly.

Based on the +12V rating it probably can't do 650W, but you won't need to stress it that bad. I wouldn't be comfy having an Ultra PSU in my rig, I'd sell it and buy a good quality 600W unit.
First off reset your MoBo settings to default, afterwards you should try another power supply, and see what happens afterwards.

Don't forget to check the CMOS jumper. It should be in position 1-2. Turn the EPU and TPU switches off. ( you can use these features in software in the AI suite ). It wouldn't hurt to reload the BIOS or install a newer version if one is available and check the BIOS battery. If you have a questionable PS ( they are a prime cause of headaches! ), you could buy a cheap PS tester from Amazon:

Ultra LSP model is at Tier 5 list, so is NOT RECOMMENDED psu, you need to replace it for something more like XFX, Corsair, Antec, Seasonic

Tier 5 power supplies are NOT RECOMMENDED. If you have one, you should strongly consider replacing it ASAP. These can damage your computer, and often cannot put out the power that they're rated for.

its a posibility, so you have to diagnostic some hardware, for instance testing your PSU on other PC, or other PSU on your PC, then if problem goes on, then you have to test your mobo, CPU, RAM separately.
There are others ways to look for the issues, but this is the most simple path to discover a malfuntioning hardware.
