When computer turns on after 4 seconds it turns off itself then turns on repeatedly until it starts working

Ran into a problem once i start the computer after 4 seconds it randomly turns off then turns its self on and repeats its self until it finnaly can successfully turn itself on (ONLY sometimes this only happends) after that then i sometimes get a Cpu fan error or a overclocking faliure even though i have not overclocked this computer at all and the cpu fan is plugged in and mounted successfully and i also get red leds for CPU, RAM, Boot device LED right when the computer boots up ive gotten these Red leds ever since ive got the computer but did not know what they are. But i ran windows Memory diagnostics it said ram is fine, maybe a bad Powersupply?
System specs:
PSU - ULTRA LSP 650W
CPU - i7 2600k
GPU - Nvidia gtx 660
HDD - Segate 1tb
MB - Asus p8z77-v pro
RAM - Corsair Vengeance 2x4 8GB
CASE - Corsair 600t
OS - WIN 7 PRO
 
with your mb make sure your running the newest bios file to rule out a bios bug.

Improve system stability.
on asus mb there two cpu fan plugs right next to each other cpu_1 and cpu_opt if your plugged into the cpu opt port your going to see that error at post.
for the boots it because the mb cant set the ram speed right. go into ai tab of the bios under dram speed switch it from auto to xmp profile and select profile one.
