When cpu reaches 60 degrees Celsius the temp drops down to like 53 degrees and fps drops happen. This has been happening and none of my friends know what to do. If there is anyway i can get some help please give me your thoughts.

My Specs Are:
CPU: AMD FX-8320
GPU: 4096MB ATI AMD Radeon R9 380 Series (C.P. Technology)
Motherboard: GA-970-Gaming SLI-CF
Ram: 8.00GB Dual-Channel DDR3 @ 803MHz (11-11-11-28)
Storage: 931GB TOSHIBA DT01ACA100 (SATA)
Operating system: Windows 10 Home 64-bit

Solution
To make things easier any of the 990fx boards. Make sure the fan with side panel off helps before. That may not be the issue for 100% sure

Pull your side panel off and aim a fan at the capicitors nearest the CPU and see if it gets any better. Most boards don't like those 8*** series processors. The power delivery system overheats (no sensors) and slows down the CPU to keep from melting
