Question When GPU is inserted, the motherboard won't power on at all (no fans, no lights, etc)

Hello,
I have a Radeon RX 580 with no visible issues (that I've noticed, and I've taken it apart to look closely). When I plug the card in the PCI-E slot, the motherboard won't power on, almost like it's dead. I've verified the PCI-E slot works fine with another card and my PSU is working fine.

I'm assuming there is something on the graphics card that is causing some kind of power short. I just am not sure exactly where to look. I've found similar issues on this forum, but so far none that cut power off completely to the Mobo and aren't PSU/PCI-E related issues.

Any help would be appreciated.

full system spec? include make and model of the psu

Including below, however, I should note (as stated above) that everything works fine with my gtx 1070 SC. Also, tested on another computer and seeing the same symptoms.

i7-9700k
z390 TaiChi ultimate
EVGA SuperClocked DDR4 (2x8)
