When I boot up may PC I have small white artifacts running across the screen. And then whenever I view something dark on the screen I get the same small white dots. On the day of installation it was fine. Then the next day the white dots appeared. This happens before windows is loaded so it is not a driver issue.

I run an XFX R7 250 LOW PROFILE: http://xfxforce.com/en-us/products/amd-radeon-r7-series/amd-radeon-r7-250-core-edition-r7-250a-zlf4. It is recommended that it runs on at least 400W

I run it on a 250W PSU.

Is my PSU causing the artifact?
Is it the Graphics card damaged by running it under powered?
Is it caused by high temperatures?
Is my Graphics card a dud?
Should I RMA the card?

PS: Temperatures under load are not too high. On my desktop it runs at 35 Degrees Celsius and on youtube 47 degrees Celsius. Under load well over 50 Degrees Celsius

I will eventually buy another case fan to further lower temperatures.

It might actually be the GPU that's causing the problem, do you know the temperature of the GPU by any chance?

You should certainly add more fans or choose a case with better airflow. Also the PSU can run the GPU however it is on the low side, you might have to think of upgrading that as well.
