When i open task manager why does the cpu section say a high usage then after few seconds it drops to 5% or lower

The act of opening the Task Manager spikes the CPU all by itself. It has to get readings an info from the whole PC.
Once done, it settles down to minimal use.

Not sure what you mean by "default"... i didn't see that word on my Skyrim Launcher.

Why is 5% CPU fine?

I assume because you aren't doing much at the time?
Even if you had a game running and TABBED out of the game it may stop processing the game and just freeze it. If you use WINDOWED MODE the game CPU usage would run like normal.

Depends on your cooling but for the most part if your CPU and GPU aren't over 70c then you are just fine.

Thing like bad air flow, water cooling, air cooling, etc all depending on what your temps are but anything that isn't over 70c then you are in the good and clear.

it could freeze because the game is either 1) running test on your hardware to detect what it is capable of so I would say give it a minute of two. If it goes not responding just wait or 2) it is having issues running the test which is a whole nother story.

Oh that should be well below the 70 mark. There are a lot of programs that can detect the temp of GPU's. A lot of GPU's even have their own software.

I just realized I use Skyrim SE now not the original Skyrim.

Modern NVidia won't even throttle much until about 82degC or so (it's a bit confusing) so liquid cooling is likely below 60degC. A non-issue though you should verify it's working properly.

AFAIK you should be able to get about 2000MHz or so sustained clock on that GPU. Not sure about the VRAM frequency.

Modern Intel CPU's should be run at under 80degC.

I think AMD is closer to 70degC for older and roughly 80degC for Ryzen. Again, that's recommended MAX temp for the CPU cores.

*Since you have the A8.. apparently then that should be similar to an FX-4300. It's basically the same CPU portion as you don't use the graphics when you have a dGPU like the GTX1060.

What cooler?
Surprised you don't know since you have a liquid cooler so it's a PREBUILT system? That seems unlikely if there's an APU + dGPU. But unless the CPU temp is too high I wouldn't worry about it.

Anyway, as long as the CPU is below 70degC or so (?) you should be fine.

With a good cooler (Cryorig H5 Ultimate or similar) you can overclock the APU (CPU part) if the motherboard supports that. Never change the BCLK. Not sure if you can get over 4.5GHz as it depends also on the Motherboard capability, PSU (depends on motherboard VRM quality), and CPU cooler as well as your luck for the CPU (silicon lottery) overclocking potential.

Every game is different for CPU vs GPU requirement but that CPU is relatively weak so some titles will be bottlenecked by the CPU and with a good overclock you may gain 10% or so FPS increase.
