When I perform a clean reinstall of windows how can I not delete steam games?

Hey guys. So I'm planning to upgrade my rig to replace my fx 9370 with a 2600x and I heard that I should perform a clean reinstall of windows so as to not have performance issues. The thing is though I don't want to wait for my steam games to be downloaded again from the start(I have about 42 games). Also I don't want redownload battlefield 1 from origin. Anything else I don't care. So what should I do? I'm a noob in this stuff so you have to understand. Sorry if I'm missing something obvious. Thanks in advance.

If you wish to use that same license with the new motherboard, yes.
It will still require a clean install, but that is for the activation after you get it installed with the new hardware.

Read those links and be sure you understand what it is doing.

I am at activation(I already created a local account) and nowhere it says add an account. What should I do? I use windows 10 1803 btw.
