when i play a video it start black like this then after some seconds it back to normal why?

when I start playing a video in windows media player or in flash video on the internet it start black like thihs then after some seconds the black start to go and video come to normal why?

motherboard gigabyte ga b75m d3h
video card amd radeon hd 6700 1gb

right now cpu temp 28 to 30 c
cpu cores 35 c

gpu diode temp 45 to 47 c

Sounds like it's just taking a second to cache the video, does this happen to all video files even if they are save locally?

the video in the image I post in my post is saved on my hard drive
so why it is need to cache the video?
also it does not happen all the time

I thing but im not sure it is happened when I have a lot of internet explorer windows opened at once but im not sure
because im trying with the same video now and it is play normaly
