Question When I play games my mouse and key board inputs will freeze/stutter

Explained here- It's like a "stutter" my mouse moves perfectly then boom and freezes and returns to where it should be. This also applies to my keyboard if I am holding for example "a" and it happens then ill just walk left for a second even when I take my hands off the keyboard. Another thing that happens during this is sometimes just all my usbs turn off and flash and turn back on. But also I have an led light on my graphics card that says gigabyte because I have a gigabyte pc and that also turns off when the usbs go off for a second.
