When I run GTA IV I cannot up the graphics

When I go onto GTA IV and try to change graphic settings, the menu says that I am unable to change anything because it would affect my cpu and gpu.

I think this is incorrect because I have a HP Pavilion 17 with core i5 processor, intel hd graphics 4400, and 4 gb of ram

I just spent $30 on this game on steam and would like to play it, can i get some help

That is correct. You have no dedicated graphics card, which affects gameplay immensely. All you have is the HD Graphics 4400, which is basically meant to be able to display the desktop and watch some videos, but it definitely isn't meant for gaming.

Are you trying to increase or decrease the settings?
If you're trying to increase, GTA IV has a VRAM limiter that doesn't allow for you to go past your GPU (in this case, your integrated GPU) VRAM. Maybe that's the reason why.
