Hello... give me a link of what you are looking at, what your thinking of buying... RPM = revolutions per minute... 5400/7200/10000... You can buy your own External case and put any drive you want to in it.
Yes... you can search External cases... USB3.0 and Sata Interface and size of drive you wish to use, ( 3.5/2.5 ), and insert it into the case yourself.

However would there be a downside of it being slightly slower because i would use USB 3.0 instead of it being in the actual computer.
Hello... Yes... http://en.wikipedia.org/wiki/Serial_ATA http://en.wikipedia.org/wiki/USB_3.0
6 Gbit/s vs 3.2 Gbit/s... if you want speed? SSD and direct into your computer, SATA 3 direct into your computer... pretty simple truth... any USB external I have ever used is slow, slow, slow... and is used for important data backup only. http://www.pcmag.com/article2/0,2817,2359068,00.asp
