When I start my computer it turns on, then off, then on again, and it keeps repeating

So, the title says it all. Before this happen, I was rebuilding my computer, and by accident, touched a pin on the CPU. I have taken the CPU back out, then put it back and nothing has done the charm.

Definitely windows isn't booting. BIOS screen shows?
