When i try to turn on my virus program i get this operation has been cancelled d

I have Vista. When I try to turn on my anti virus program (AVG) I get this message saying this operation has been cancelled due to restrictions in effect on this computer. Please contact your administrator. And if i download and reinstall AVG and do a scan It shows there are 3 virisus that can't be removed or put in the vault. And when I turn on the computer next time the anti-virus won't come on and I get the same message. Can anybody help me? Thank You in advance.

Boot off a rescue disk, you can make one from AVG, and I also like the Avira one.

Make a disk using the .iso file on another computer, boot your system from that disk, it will prompt you to run a scan.
