Question When I turn my pc off the cpu fan and gpu fan spin and stop spinning and spin again

Basically previously my ram exploded so I got a new motherboard so afterwards the ram slot on the one I got wasn’t working so this time I got a new motherboard b460m-plus tuf gaming Lga 1200 whenever I turn my pc off the cpu fans spin for 3 seconds and turns off and etc and same with the gpu what could be the problem now bc I’m tired

Yes continuously until I turn it off by the psu switch which I don’t Do with my old motherboards

My parents ain’t buying another 4th motherboard and 3rd ram so I better fix this

are you shutting down or going to sleep?
do a fresh os install?

Yes I got new ram along with the new motherboard but the psu do I have to get a new one?

Before with my 2nd old motherboard when I shut my pc down none of that happens ( only with 8 stick)
