When I turn my PC on it doesn't display anything but the fans and LEDs turn on

So the point I am at right now is that whenever I turn my pc on all the fans on the PC are noticeably on, but there is no video.
The first problem started about a week ago when I tried to turn it on andand had the same results. I tried multiple times but nothing would display even though it was noticeably on. I did try it on multiple displays so it isn't a problem with the display.
The next day I turned it on and it actually started displaying. Unfortunately it only got to the Windows logo and there were two columns of red stripes that were oriented horizontally. After the windows logo finished the monitor immediately went black. Again, I tried it on multiple displays and noticed that while on the DVI cable it did this, it simply wouldn't display on an HDMI cord.
It stayed black until yesterday when I turned it on and it brought me to an error screen stating "video_tdr_failure" and "atikmpag.sys". After that it showed the red lines again.
Today, though, I got it to go to a boot screen and got it into bios. I honestly don't know what I'm doing so I couldn't do much and on the final time it worked I reset everything back to what it was prior to my messing with it.
It later got to the boot screen saying I encountered an error and gave me the option to restart or troubleshoot. I decided to roll back to 1 day before my pc got like this but when it restarted it brought me back to the boot screen.
At this point I chose the reset pc option and keep all files but now it simply won't turn on at all.
So, to anyone reading this, what should I do? Do you think it is a motherboard problem? Is it a graphics card issue? Any answers would be much appreciated as I am not suresure whether itit is time to dish out money and get some new hardware or not. Thanks for any advice!
KNOWN SPECS:
AMD RADEON 7900 HD
Intel i5 3970k
MSI motherboard
Corsair CX600 Power supply
Seagate barracuda 1TB harddrive
4x2 GB Corsair RAM
PC is 2.5 years old so I'm not sure if that could be a necessary detail.

Alright, I took the card out and everything seemed fine. It booted up and I got to my desktop and I was able to do everything. I decided to clean everything while my card was out, and after that I put my card back in. I'm back to the point where it isn't doing anything.
Does this mean my card is junk? Do I gotta go get a new one?
